US show of force sends Russia a message in Black Sea

The latest military news : The US Navy is ramping up its presence in the Black Sea as part of a bid to counter Russia's increased presence there, a US military official tells CNN. It's a region that has become increasingly fraught with tensions as Russia has reinforced its military forces in the area following its seizure of Crimea from Ukraine in 2014, a move rejected by the vast majority of the international community. On Saturday the Arleigh Burke-class guided-missile destroyer USS Carney joined the USS Ross in the Black Sea to "conduct maritime security operations," according to a statement from the US Navy's 6th Fleet, which oversees US naval operations in the region. It's the first time two US Navy warships have been in the Black Sea since July 2017. "Our decision to have two ships simultaneously operate in the Black Sea is proactive, not reactive," US Navy Vice Adm. USS Caron getting rammed by the Russians in the Black Sea - Feb 1988

In February 1988, Caron operating with Yorktown, entered Soviet 7 miles ) territorial waters limit in the Black Sea off the Crimean Peninsula. Under international law, this act could be permissible if the ship was progressing from one point in international waters to another point in international waters via the shortest course possible, but according to the Soviet Union, it was the right of the USSR to authorize or prohibit travel in selected areas within the 12 mile limit. The United States however did not recognize the Soviet's claim in this case. To prevent it from becoming accepted precedent, the US Navy claimed that it had sailed warships through such areas at regular intervals in the past, which we had, not just two years prior. On this occasion, Caron had onboard a ships signal exploitation spaces system, operated by a crew of 18 in support of the U.S. National Security Agency. This system was capable of recording data on Soviet defense radars and communications. In response, the Soviets deployed a destroyer and a Mirka II class light frigate as well as a KGB and "civilian" ships to intercept the U.S. ships. Several times, Soviet vessels obtained radar "lock" on the Caron and Yorktown. Both American ships maintained a constant course and speed throughout the incident. Eventually, the Soviets lightly rammed both ships. No significant damage resulted to any of the ships involved. Both US warships sent an account of the incident to the Commander in Chief of United States Naval Forces in Europe. The Caron reported at 13:20 local time, it was informed on channel 16 VHF by the Bezzavetny: "Soviet ships have orders to prevent violation of territorial waters, extreme measure is to strike your ship with one of ours."[1] The reply of the Caron was "I am engaged in innocent passage consistent with international law."[1] The Yorktown, in its report stated that on 9:56, local time, it was contacted by the Bezzavetny via channel 16 and told to leave Soviet territorial waters or "our ship is going to strike on yours."[1] Then, according to the report, the Bezzavetny came alongside port side of the Yorktown at 10:03 and bumped it by turning into the ship.[1] As for the music, take note that this was shot on VHS and back in 1988, when we did not have Youtube. The Russian Air Force Khibiny is an advanced aircraft-mounted electronic warfare (EW) system capable of jamming state-of-the-art air defense radar systems. The Khibiny jamming was tested successfully for some time on the ground in Buryatia, Russian Federation. On April 17, 2014, two Russian Air Force Su-24 bombers with no weapons loaded were sent to intercept the US Navy's AEGIS-equipped destroyer USS Donald Cook in the Black Sea. One of them flied around the destroyer up to 12 times while the other one remained away as done usually by both sides during the Cold War period. Unconfirmed reports suggest that the Su-24s were equipped with the Khibiny EW system and were able to neutralize the AEGIS phased array radar target tracking capabilities while the ship's crew was unable to re-boot the system. It is not clear whether the jammer affected the radar system itself or only the computer-based component or either both at the same time. The USNS Carson City is the first expeditionary fast-transport vessel ever to enter the Black Sea. It is conducting support operations while the Arleigh Burke-class destroyer USS Carney patrols the waters. Both entered the Black Sea last week, officials said. The Navy has been increasing its presence in the Black Sea in the past two years as Russia deploys more naval forces — particularly submarines — in the region. In February, the USS Ross and USS Carney were the first two Navy ships to patrol the Black Sea in tandem since the 2014 Sochi Winter Olympics, just before Russia’s seizure of Ukraine’s Crimean Peninsula. Moscow views any Navy ship entering the Black Sea as an intrusion in its territory, said Jim Holmes, a professor of strategy at the Naval War College. They would be all the more upset by two ships operating there, even if one is a transport vessel. “They see it as a Russian lake and would prefer for outsiders to remain out,” Holmes said. Russia isn’t as proprietary about the Black Sea as China is about the South China Sea, largely because Turkey controls the only access between the Black Sea and the Mediterranean, Holmes said, but it still sees any NATO presence as provocative. Navy officials say warships are sent in to help safeguard the region. “Carney’s arrival in the Black Sea demonstrates our continued commitment to security and stability in the region,” Cmdr. Tyson Young, the Carney’s commanding officer, said in a statement. The Carson City has been carrying personnel and equipment, including for exercise Noble Partner in Georgia, and will remain here for a week more. Russia's Deadly Plan to Defend the Black Sea Against US, Nato, Ukrainian Naval Formations As the State Armament Program (S A P) 2011 to 2020 is coming to an end, Moscow has floated a new military program for the 2018 to 2027 period. Despite the sanctions, economic difficulties and the collapse of oil revenues, the Russian Navy has demonstrated that it can contribute to Russia’s international posture, as demonstrated during the Moscow’s Syrian campaign. Among the five Russian naval formations—namely the Northern, Baltic, Black Sea, and Pacific fleets as well the Caspian flotilla—the Black Sea fleet has undergone the most remarkable changes since 2010. Although modest by their number and their tonnage, its units are involved in operations in the Black Sea basin, the Mediterranean, and more sporadically, beyond the Suez Canal and the Gibraltar Straits, in the “World Ocean.” New platforms inducted in the course of the 2011 to 2020 S A P have provided the Black Sea fleet with enhanced multirole capabilities, in spite of difficulties experienced by the VPK—the Russian military-industrial complex—to meet the objectives outlined in the armament program. While the Black Sea Fleet is inexorably transitioning to a green-water force, it features a growing ability to carry out cruise-missile strikes way beyond Russia’s immediate neighborhood. Furthermore, it retains the ability to operate in remote maritime areas, such as the Levant. Revamping the Black Sea Fleet: Half a Success The modernization plan of Russia’s Black Sea Fleet outlined in the 2011 to 2020 S A P has not been fulfilled as originally thought. However, it has already produced tangible results, the first of which being the end of the continuing attrition of the operational capacities that affected the Russian navy during the 1990s and most of the 2000s. However, the Euro-Atlantic sanctions, on the one hand, and the rupture of the cooperation between the Russian VPK and Western and Ukrainian defense industries, on the other hand, have jeopardized the construction of some platforms, while delaying the completion of other new units. From the six initially planned frigates (Admiral Grigorovicth type), only three have been commissioned, whereas the three others have been left without their Ukrainian made turbines. Russia is waiting for Saturn—a Russian company based in Rybinsk—to come up with a national replacement solution, something that could be done in 2018. small missiles ships and anti-saboteur boats received until 2014 their German made engines, manufactured by MTU. The two other missiles ships have been transferred to the Baltic Fleet. Russia’s objectives to enhance its submarine capabilities in the Black Sea have been met successfully; the six planned conventional submarines have all been inducted in the fleet. They carry Kalibar cruise missiles, and together with the new frigates and small missiles ships, they have carried out cruise missiles strikes in Syria from the Eastern Mediterranean. On 24 October the US Navy ship Carney entered the Black Sea. Carney is the Arleigh Burke-class destroyer and is equipped with the Aegis Ballistic Missile Defense System. As the Turkish Bosphorus Naval News reported, the ship passed through the strait in the northern direction. According to statement of the US Sixth Fleet, the destroyer departed from the Spanish Naval Station Rota base on 18 October after scheduled maintenance had been carried out. Carney will continue common patrolling in the area the Sixth Fleet is responsible for to secure the US national defence interests in Europe. As Pravda.Ru reported, the US Mount Whitney command ship entered the Black Sea before. According to the US military doctrine, the Black Sea is within the US operational Sixth Fleet's area of responsibility. However, given international conventions, ships of non-Black Sea countries cannot be in waters of the Black Sea for more than 21 days. The Russian military have already claimed that they would conventionally draw a bead on yet another missile destroyer of the US Sixth Fleet which enters the Black Sea along with the Bal and Bastion missile complexes. "Truxtun's operations in the Black Sea were scheduled well in advance of her departure from the United States." The ship, which has a crew of about 300 sailors, is part of an aircraft carrier strike group that deployed from the United States in mid-February. The Navy has deployed the guided-missile destroyer Carney to join the destroyer Ross in the Black Sea in a move that U.S. military officials told CNN is intended to “desensitize” Russia to the presence of American military assets in the strategically important region. The deployment of the Carney marks the first time in four years that two American destroyers have operated in the Black Sea outside of scheduled exercises. The move comes as Russia continues to militarize Crimea, the peninsula it seized from Ukraine in 2014. The US Navy’s guided-missile destroyer Carney armed with the Aegis ballistic missile system exited the Black Sea on Monday, the press service of the US 6th Fleet said. The Arleigh Burke-class guided-missile destroyer USS Carney (DDG 64) departed the Black Sea, Aug. 27, after conducting maritime security operations and theater security engagements with allies and partners," the statement said. The destroyer entered the Black Sea on August 13 to "demonstrate the U.S. commitment to the collective security of NATO allies as part of Operation Atlantic Resolve." "The Carney crew enjoyed a successful visit to the Black Sea, enhancing interoperability and partnerships in the region and included port visits to Romania and Georgia," Carney's commanding officer Cmdr. Tyson Young said. "We look forward to the next opportunity to visit the region, and future engagements with our NATO and regional partners." Under the 1936 Montreux Convention Regarding the Regime of the Straits, warships of any non-Black Sea country are allowed to stay in the region for no more than three weeks. Carney is part of the US 6th Fleet and is the 14th ship of the Arleigh Burke-class. The 154-meter-long vessel has a displacement of 9,000 tonnes. The ship was placed into commission in 1996 and is equipped with Aegis system, Tomahawk and Harpoon missiles and also air defense systems, underwater surveillance and attack systems.
