From its inland, western borders to its eastern and southern seaboard, it claims territory it does not control. In the west, China’s border dispute with India is more than a minor cartographic tiff. China claims an area of India that is three times the size of Switzerland, the state of Arunachal Pradesh. Further west, China occupies Indian claimed territory next to Ladakh in Kashmir, an area called the Aksai Chin. China humiliated India in a brief, bloody war over the dispute in 1962. Since 1988, the two countries have put the dispute on the backburner and got on with developing commercial ties, despite occasional flare-ups. More immediately dangerous is the stand-off between China and Japan over disputed islands in the East China Sea, known as the Senkakus in Japan and Diaoyu in Chinese. Japan says they have always been its territory and admits no dispute, claiming also that China only started expressing an interest when it began to seem the area might be rich in oil and gas. A new and much more dangerous phase of the dispute began in 2012 after Japan’s government nationalised three of the islands by buying them from their private owner. China accused Japan of breaking an understanding not to change the islands’ status. Ever since, it has been challenging not just Japan’s claim to sovereignty over the islands, but its claim to control them, sending Chinese ships and planes to patrol them. Raising the stakes is Japan’s alliance with America, which says that though it takes no position on who owns the islands, they are covered by its defence treaty with Japan, since it administers them. Especially provocative to America and Japan was China’s unilateral announcement in November 2013 of an Air-defence Identification Zone, covering the islands. The worry is less that big powers will deliberately go to war over these desolate little rocks, but that an accidental collision at sea or in the air might escalate unforeseeably. Similar fears cloud disputes in the South China Sea, where the maritime claims in South-East Asia are even more complex, and, again, competition is made more intense by speculation about vast potential wealth in hydrocarbon resources. Vietnam was incensed in May 2014 when China moved a massive oil-rig to drill for two months in what it claimed as its waters. This was near the Paracel Islands, controlled by China since it evicted the former South Vietnamese from them in 1974. To the south, China and Vietnam also claim the Spratly archipelago, as does Taiwan, whose claim in the sea mirrors China’s. But the Philippines also has a substantial claim. Malaysia and even tiny Brunei also have an interest. But it is with Vietnam and the Philippines that China’s disputes are most active. The Philippines accuses China of salami-slicing tactics, stealthily expanding its presence in disputed waters. In 1995 it evicted the Philippines from Mischief Reef, and in 2012 from Scarborough Shoal. This year it has tried to stop the Philippines from resupplying a small garrison it maintains on the Second Thomas Shoal, and appears to be building an airstrip on the Johnson South Reef. The United Nations Convention on the Law of the Sea—UNCLOS—is one forum for tackling these disputes. But UNCLOS cannot rule over territorial disputes, just over the waters habitable islands are entitled to. And China and Taiwan point to a map published in the 1940s, showing a big U-shaped nine-dashed line around the edge of the sea. That, they say, is historically all China’s. This has no basis in international law, and the Philippines, to China’s fury, is challenging it at an UNCLOS tribunal. In fact China often fails to clarify whether its claims are based on the nine-dashed line, or on claims to islands, rocks and shoals. That lack of clarity alarms not just its neighbours and rival claimants, but the United States, which says it has its own national interest in the freedom of navigation in a sea through which a huge chunk of global trade passes Also alarming is that if these arguments over tiny specks in the sea become so unmanageable, what hope is there for resolving the really big issues? And the biggest of all is the status of Taiwan, still seen by China as part of its territory, but in practice independent since 1949. For now, Taiwan and China have a thriving commercial relationship. But polls suggest that few in Taiwan hanker after unification with the mainland. And China’s rulers still insist that one day they will have to accept just that.

Historical Maps Prove China's Sovereignty over South China Sea:Expert
Historical maps have all proven China's sovereignty over the South China Sea, said Li Guoqiang, deputy director of the Institute of Chinese Borderland Studies under the Chinese Academy of Social Sciences (CASS), on Tuesday. Li, an expert on the Chinese border issues, made the remarks at the media briefing after the Think Tank Seminar on South China Sea and Regional Cooperation and Development held in Singapore on Monday. "China has a very long history. I have personally collected at least hundreds of maps and historical documents about the 2,000-year-old history of the South China Sea. I am not a student of International Law and do not know what role the maps have in the International Law. But the maps have clearly recorded the rights China possesses over the South China Sea. They are there on paper," said Li. Li has noticed that the official maps of many countries used Chinese instead of the Philippine names when referring to the South China Sea islands and reefs. "In fact, at least up to the 1970s and the 1980s, the official and authoritative maps of many countries did not only recorded the Chinese names of the South China Sea but also marked the sea according to the dash lines drawn by China. This can be evidenced by a large number of maps, that is, they have accepted and recognized it. Many foreign maps, including those of the United States, Japan, Germany, France and Britain, named the Xisha and Nansha islands as China did rather than naming them Paracel or Spratly," said Li. But he also noticed that some countries have stopped marking the South China Sea but that does not mean to challenge China's historical sovereignty over the region, said Li. "Influenced by politics and their political positions, some countries no long made the marks on their maps. But that doesn’t mean that the South China Sea does not belong to China. Some countries deemed it a disputed region and so they gradually declined to mark the maps to indicate which country it belongs to. But history shows that all the maps at home and abroad point to the conclusion that the South China Sea belongs to China. There is an abundance of historical literature and evidence to prove that point fully," said Li. Organized by the Institute of Chinese Borderland Studies, Chinese Academy of Social Sciences, the one-day seminar attracted more than 20 experts from academic institutes in China and Southeast Asian countries, including Thailand, Cambodia and Malaysia. International court rules in favor of Philippines in South China Sea case

Ji Myung-kil provides a closer look at the first ruling on the cluster of overlapping claims in the disputed region by an international court, as well as China's anger-charged response. The Permanent Court of Arbitration based in the Hague ruled in favor of the Philippines and concluded that China has no legal basis to claim historic rights to resources within the South China Sea. The Philippines welcomed the landmark decision. "The Philippines strongly affirms its respect for this milestone decision as an important contribution to ongoing efforts in addressing ongoing efforts in addressing disputes in the South China Sea." China published a map in 1947 which outlined its claims to the South China Sea -- the basis of its so-called "nine-dash line" -- stretching 3-point-5 million square kilometers from China's southern coast. The arbitration court said China had interfered with traditional Philippine fishing rights at Scarborough Shoal and breached the Philippines' sovereign rights by exploring for oil and gas near the Reed Bank. But China refuses to acknowledge the tribunal's ruling. "I should say the so-called arbitral tribunal was based on the illegal action and claim of the Philippines from the very onset. So its very existence is not legitimate." Manila asked the court to mediate on the rights it has to the disputed waters under the United Nations Convention on Law of the Sea in 2013. Experts said the ruling will have deep implications. "This is an absolutely huge decision, it doesn't come as a complete surprise but to have the international court rule on the illegitimacy of the Nine-dotted line is a huge development." Although the international tribunal ruled in favor of the Philippines, the court has no mechanism to enforce the decision, be it through military action or economic sanctions. But analysts predict the ruling could prompt other neighboring countries like Taiwan, Malaysia, Vietnam and Brunei to file similar claims,... putting increased diplomatic pressure on Beijing to reduce its presence in the South China Sea. Mind the maps: Expert explains PH win in S. China Sea dispute
MANILA - An expert on the South China Sea disputes said on Friday that using the map gives a better comprehension on the Permanent Court of Arbitration's ruling invalidating China's historic claim over the South China Sea. Consul General Henry Bensurto, who was part of the Philippine team that filed the arbitration case against China, made use of the map to explain the three core problems of the said dispute and why the Philippines had to resort to bringing the case to the PCA. "My theory is (that) to understand South China Sea, one must always have the map because the map is very important in understanding the geopolitics of South China Sea," Bensurto said. He added: "The first core problem really is the nine-dash line. As you can see that the nine-dash line occupies about 85 to 90 percent of the South China sea. The problem there is that it intrudes into the various EEZs (of the surrounding countries)." To resolve the dispute, Bensurto explained there was a need for a strategic vision and paradigm shift in the mindsets of all parties in the South China Sea wherein all exclusive economic zones are respected and disputes minimized. He added that resorting to internationalization and arbitration is a kind of paradigm shift from the traditional bilateral talks which China has refused during the Aquino administration. When China rejected diplomacy, the next course of action was to seek third party adjudication. "Speak out if you are being done wrong [...] If you want to solve a problem you have to recognize it as a problem," he said, citing former DFA Secretary Albert Del Rosario who is known for his iron will during the tribunal as an example. Aside from taking risks, Bensurto said there should be no defeatist attitude in dealing with territorial disputes. He said Filipinos should have "a clear concept of what is ours" to have the moral high ground on the issue. In 2009, the Philippines enacted Republic Act No 9522 or the Philippine Baseline Laws to affirm its EEZ in compliance to UNCLOS rules and by way of addressing trans-political boundaries issues. "Perhaps if you do the right intervention at the right time, you will still have the possibility of shaping the behavior of that entity [...] for his own good and the good of other also because we live in a community," he said. "And for a super power such as China with all its arsenal of weapons, it is in our interest to make sure that country of superpower will have the right condition, the right thinking, the right behavior for it to live in the society, the community of nations," he added. It began as a unified state in a third century BC but became far larger by the time of Mongol rule in the 13th century, and again during the last imperial dynasty the Qing. In 1921 Mongolia's independence took out a huge chunk. Today's map is a legacy of empire building. Suspicions between the People's Republic of China and its neighbors still bedevil its borders. Even at the best of times China and Japan often treat each other as rivals. Their differences are sharpened by territorial feuds. A cluster of rocks called the Diaoyutai Islands, or Senkakus in Japanese, is the focus of much bickering. Japan controls them, but China says it should. And how to draw the line between their exclusive economic zones. Japan says it should be halfway between them, China claims the entire continental shelf up close to Okinawa. In 2008 both sides agreed to develop the area together but now Japan's are angry about the Chunxiao gas field, known as Shirakaba gas field in Japanese, where it thinks China is trying to suck natural gas from the Japanese economic zone. Other claims would stretch China's territory deep into Southeast Asia. Vietnam, the Philippines, Malaysia, Brunei, and Indonesia all have competing claims with China here. In 2002 all parties agree to exercise self-restraint but tensions have been growing again recently. China said last year it wanted to develop tourism on the Paracel Islands which are also claimed by Vietnam. Again oil and gas are involved, and China wants a boat service from Hainan. Tensions are simmering again in the Himalayas too. Disagreements here with India led to a border war in 1962. China's recent worries about Tibet seem to be reviving them. China's stepped up its accusations that India is occupying what China calls South Tibet. India calls this region the state of Arunachal Pradesh. To the west India says China is occupying its territory in Aksai Chin. Talks between China and India have been getting nowhere. Finally there's Taiwan. China's long been fearful that the island might make a formal bid for independence. In the mid-1990s China made gestures that alarmed Taiwan and its backer America. America moved to aircraft carriers close to the island is warning to China to back off. Lately things have been smoother; in 2008 director rights between Taiwan and the mainland were launched along with direct sea transport and postal links. China's trying to persuade its neighbors that its rise is not to be feared but its border disputes and feud with Taiwan create widespread unease in the region. Many wonder whether a powerful China might one day try to take by force the land that it sees as its own. Facebook sparks controversy in Vietnam over map of South China Sea SUBSCRIBE my channel here: https://goo.gl/F8gn4Z G+ here: https://goo.gl/UzMJVe ---------------------------------------------------------------------------------------------------- TAIPEI (Taiwan News) – Social media giant Facebook caused an outrage among Vietnamese users after a map on its platform was found to have marked disputed South China Sea islands as parts of China.  Last week, a Vietnamese user discovered that a map used for Facebook's advertising tool included the Spratly and Paracel Islands as parts of China's territory.  The find promptly sparked outrage among Vietnamese users as disputes with China over maritime and island claims in the South China Sea are one of the most sensitive issues between the two nations.  Later on, the Vietnamese government issued a request for an adjustment from Facebook to change the map’s "misinformation regarding sovereignty," according to Vnexpress.  According to Tuoitre, Facebook made an announcement that it was purely a technical mistake and did not relate to any political issue.  As of July 2, the controversial Facebook map was found to have completely removed both Paracel and Spratly Islands from the South China Sea.  Issues about the sovereignty of both islands and maritime areas in the South China Sea remain intricate amid conflicting claims by several countries, including China, Taiwan, Vietnam, Brunei, the Philippines, Malaysia, and Indonesia. According to Vietnam local news, China seized the Paracel Islands from South Vietnam by force in 1974 and has been illegally occupying a number of reefs in the Spratly Islands since 1988. Must-reads from across Asia - directly to your inbox Instead of dotted lines, as reflected in China’s U-shaped Nine-Dash Line claim to nearly all of the South China Sea, the newly discovered map provides a solid “continuous national boundary line and administrative region line.” The Chinese researchers claim that through analysis of historical maps, the 1951 solid-line map “proves” beyond dispute that the “U-boundary line is the border of China’s territorial sea” in the South China Sea. They also claim that the solid administrative line overlaying the U-boundary “definitely indicated that the sovereignty of the sea” enclosed within the U-boundary “belonged to China.” The study, edited by the Guanghua and Geosciences Club and published by SDX Joint Publishing Company, has not been formally endorsed by the Chinese government.
