John Kirby, State Department Spokesperson. U.S. Department of State - Daily Briefing: Oct.11.2016 http://www.state.gov/r/pa/prs/dpb/2016/10/ Full video: https://www.youtube.com/watch?v=AzXkID-S8C8 BLAST 'SO VILE" IT COULD ALTER WAR IN YEMEN - 10 Oct - (excerpt) The carnage in the heart of the capital could hamper any return to talks aimed at ending the conflict, while galvanizing support in northern Yemen for military escalation against Saudi Arabia, Ms. Alley said. The United States will conduct “an immediate review” of its support for the Saudi-led coalition, with possible adjustments “to better align with U.S. principles, values and interests,” according to a statement from Ned Price, the National Security Council spokesman. “U.S. security cooperation with Saudi Arabia is not a blank check,” Mr. Price’s statement said. “Even as we assist Saudi Arabia regarding the defense of their territorial integrity, we have and will continue to express our serious concerns about the conflict in Yemen and how it has been waged.” Secretary of State John Kerry also spoke by phone on Sunday with top Saudi officials and called for an immediate “cessation of hostilities,” the State Department said in a statement. Mohammed bin Salman, the Saudi deputy crown prince, said his government was prepared to “institute a renewable 72-hour cessation as soon as possible, provided the Houthis will agree,” the State Department added. Initially, Saudi Arabia denied that jets from its coalition had been involved in the attack. But in a statement on Sunday, the Saudis announced an investigation into “reports about the regrettable and painful bombing.” Read more: http://www.nytimes.com/2016/10/10/world/middleeast/yemen-saudi-arabia-military.html Andrew Cockburn on U.S. role in Yemen VIDEO: https://www.youtube.com/watch?v=Y0qwgQ_BpW4 ACCEPTABLE LOSSES: AIDING AND ABETTING THE SAUDI SLAUGHTER IN YEMEN by Andrew Cockburn - Sept 2016 - (excerpt) Crowded markets appear to have had a particular attraction for the targeteers. Human Rights Watch documented a dozen such attacks across northern Yemen, including five in Saada alone. On May 12, for example, three bombs, five minutes apart, hit a market in the Houthi-controlled town of Zabid, killing at least sixty civilians. Another attack killed sixty-five on July 4. In the deadliest market attack to date, on March 15, 2016, two bombs in the village of Mastaba killed at least ninety-seven people, including twenty-five children. Many of the victims died as they fled the scene of the first strike only to be hit by the second, a notable example of the double-tap technique frequently employed during the campaign. “When the first strike came, the world was full of blood,” Mohammed Yehia Muzayid, a cleaner at the market, told Belkis Wille, a researcher for Human Rights Watch. “People were all in pieces, their limbs were everywhere. People went flying. Most of the people, we collected in pieces, we had to put them in plastic bags. A leg, an arm, a head. There wasn’t more than five minutes between the first and second strike. The second strike was there, at the entrance to the market. People were taking the injured out, and it hit the wounded and killed them.” Metal fragments retrieved from the scene were revealed to be from U.S.-manufactured GBU-31 satellite-guided bombs, a thousand of which were included in a $1.29 billion weapons sale to the Saudis in November 2015. Matt Lee: So, the Russians were right about Syria? 14 July 2016

06:16
Elizabeth Trudeau, Director of Press Relations. U.S. Department of State - Daily Briefing: July.14.2016 http://www.state.gov/r/pa/prs/dpb/2016/07/ Full video: https://www.youtube.com/watch?v=UeQHgZc1w_c THE RUSSIANS WERE RIGHT ABOUT SYRIA by Gwynne Dyer - 18 May 2016 - The Russians had a more realistic analysis of the situation than practically anybody else," said Lakhdar Brahimi, the former United Nations Special Envoy to Syria. "Everyone should have listened to the Russians a little bit more than they did." Brahimi was referring to the Russian offer in 2012 to end the growing civil war in Syria by forcing the country's dictator, Bashar Assad, to leave power. The Russian proposal went before the UN Security Council, but the United States, Britain and France were so convinced that Assad was about to fall anyway that they turned it down. Why let the Russians take the credit? So Assad is still in power, several hundred thousand more Syrians have died, and millions more have fled. But Brahimi's comments are still relevant, because the Russians are still right. Finally, very reluctantly, the United States is coming around to the long-standing Russian position that the secular Baathist regime in Syria must survive, as part of some compromise peace deal that everybody except the Islamist extremists will accept (although nobody will love it). [...] When the Russian air force started attacking the Syrian rebels on Sept. 30 of last year, western propaganda went into high gear to condemn it. Russian President Vladimir Putin "doesn't distinguish between ISIL and a moderate Sunni opposition that wants to see Mr. Assad go," said U.S. president Barack Obama. "From (the Russian perspective) they're all terrorists — and that's a recipe for disaster." [...] The Russians simply ignored the western propaganda and went on bombing until they had stopped the Islamist advances and stabilized the front. Then they proposed a ceasefire. The brutal truth is that there is no "moderate Sunni opposition" in Syria any more. Almost all of the remaining "moderate" groups have been forced into alliances with al-Qaida's local franchise, the Nusra Front, and the deal that the Russians might have brokered in 2012 is no longer available. The ceasefire they proposed in late 2015 deliberately left the Islamist groups out — and the United States (better late than never) went along with it. That ceasefire has now been in effect for more than three months, and although there are many violations it has significantly lowered the level of violence in Syria. In the longer term, the Russians might be able to produce sufficient changes in the Baathist regime (including Assad's departure) that some of the non-Islamist fighting groups might break their alliances with al-Qaida and accept an amnesty from Damascus. Maybe even the Islamist-controlled areas can be reconquered eventually. Or maybe not: it's a bit late for a peace settlement that preserves Syria's territorial integrity. But at least the U.S. State Department has finally abandoned the fantasy of a "moderate" rebel force that could defeat both the regime and the Islamist rebels in Syria, and instead is going along with the Russian strategy. [...] Great states never admit mistakes, so there will be no apology from Washington for all the anti-Russian propaganda of the past year. But it is enough that the U.S. government has actually changed its tune, and that there is a little bit of hope for Syria. The footage surfaced early Tuesday of members of Harakat Nour al-Din al-Zenki and a captured child in Handarat, near Aleppo. The young boy, who appears to be prepubescent, is then executed on the back of a pickup truck. The gruesome videotaped murder of a child drew outrage on social media and the promise of an inquiry from the group’s leadership, which has previously received U.S.-made weapons and American funding. The group no longer gets such backing. But it’s also renewed questions about which rebels the American government has supported in Syria’s ongoing civil war. U.S. Department of State - Daily Briefing: Nov.02.2015 http://www.state.gov/r/pa/prs/dpb/2015/11/ Kirby - Any evidence Russia bombed hospitals in Syria? 29 Oct 2015 VIDEO: https://www.youtube.com/watch?v=lBxI1kaY-w4 Matt Lee: Any evidence Russia bombed hospitals in Syria? 03 Nov 2015 VIDEO: https://www.youtube.com/watch?v=CYkXZ1TbB1A Matt Lee: Any evidence Russia bombed hospitals in Syria? 05 Nov 2015 VIDEO: https://www.youtube.com/watch?v=BoWXFO6xpqo SYRIA CONFLICT UPDATE: RUSSIAN GOVERNMENT DENIES EXISTENCE OF SYRIAN HOSPITALS ALLEGEDLY HIT BY AIRSTRIKES - 02 Nov - After reports throughout the last month that Russian airstrikes have hit multiple Syrian hospitals, the Russian Defense Ministry is denying the existence of most of the hospitals, according to Russian state-owned Sputnik News. Russian officials said Monday that the reports by Western media of bombed hospitals were made “without any proof.” "I would like to remind you that a week ago, several leading Western media outlets citing the U.S.-based Syrian American Medical Society accused us of allegedly bombing hospitals in al-Ees, al-Hader, Khan Tuman, Sarmin, Latamna and al-Zirba," Russian Defense Ministry spokesman Maj. Gen. Igor Konashenkov told reporters. "We investigated this information. It turned out, in fact, that there is a hospital only in the settlement of Sarmin. There are no hospitals in al-Ees, al-Hader, Khan Tuman, Latamna and al-Zirba, and, consequently, there are no healthcare workers," he added. The Russian Defense Ministry provided Russian news outlets with aerial photos of what it said was the completely intact hospital in Sarmin, Syria, which was reportedly bombed last Tuesday. The attack killed at least 12 people, according to the Guardian, which cited the hospital’s director as saying the facility would not longer be able to serve patients. The Defense Ministry has checked the data presented in recent media reports, which blamed Russian aviation for hitting several hospitals in Syria, Major-General Igor Konashenkov, the ministry spokesman said in a press briefing on Monday. Konashenkov denied the accusations, which he said were "traditionally made without any proof, without any factual backing.” Out of six hospitals that were mentioned in the reports, only one medical facility actually exists in real life, he added. "We’ve checked this information. It turned out that, a hospital is only present in the village Sarmin,” the spokesman said, adding that there are no hospitals and no medical workers in the other five villages named in media reports. The Defense Ministry presented a photo of the Sarmin hospital, which was taken on October 31 after the reports emerged. The image showed the building was intact, disproving claims it had been completely destroyed and 12 people killed. Read more: https://www.rt.com/news/320509-syria-russian-air-force/

Condemning the failed coup in Turkey, Dunford, the principal military adviser to the American president, said his visit was to show solidarity and added that the United States supports Turkish democracy, a statement from Yildirim's office said. Earlier on Monday, about 150 protesters marched to the U.S. Embassy in Ankara to protest Dunford's visit. "Coup plotter Dunford get out of Turkey," the crowd chanted. "Dunford go home. "We have evidence that leads us to believe that that happened," Kirby said. Kirby said the U.S. used various operational reporting to come to that conclusion. Russia has denied that it hit the hospital. Russia has been accused several times in recent weeks of hitting hospitals in Syria. Last week the Syrian American Medical Society said Russian airstrikes killed least 12 people in a hospital in the northwest province of Idlib. At least 595 people have been killed by Russian airstrikes in Syria so far, the Syrian Observatory for Human Rights, a monitoring group, said Thursday. On Thursday, U.S. Treasury Department official Adam Szubin admitted that the Islamic State is moving the contraband oil into Turkey, but attempted to rationalize these actions by claiming that the majority of the stolen oil is being sold to the Assad government. “Some is coming across the border into Turkey,” admitted Szubin. The terrorists make as much as $40 million per month selling oil and have earned more than $500 million from the oil trade so far, according to Szubin, who then attempted to place responsibility on the Assad government. “ISIL is selling a great deal of oil to the Assad regime,” Szubin said, claiming that in spite of being at war, the two sides are “still engaged in millions and millions of dollars of trade,” which to some degree is probably true out of necessity, but in no way excuses a NATO member state from financing a global terrorist organization. Szubin failed to provide any evidence to back up his assertions made against the Assad government. It seems the U.S. is attempting to forward the false narrative first put forth by the Turkish government after being exposed by Russia, as to prove that massive amounts of Islamic State oil was being illegally transported from Iraq and Syria, into Turkey. Only the day before, at press conference on Wednesday, U.S. State Department spokesman John Kirby admitted that ISIS was being allowed to transport stolen oil across the Turkish border, and stated that the U.S. wanted Turkish government to close its border with Syria Kirby referred to a “98-kilometer stretch” of the Syrian-Turkish border, “which still needs to be closed off because it provides avenues of sustenance for ISIL,” allowing supplies, weapons, fighters, and oil to cross the border virtually unfettered. Perhaps the closest to a defense of Mr. Trump came from Senator Tom Cotton, Republican of Arkansas. Denouncing “imprecise language” stating that Russia “hacked the election,” Mr. Cotton asked Mr. Clapper to confirm that the actual balloting was not affected. Mr. Cotton also suggested that the conventional wisdom that Mr. Putin favored Mr. Trump over Mrs. Clinton might be wrong. Mr. Trump promised a stronger military and more American oil and gas production — policies Mr. Cotton suggested would not be to Russia’s advantage. These upgrades included avionics, electronic warfare and targeting, but also included upgrades for some of their aircraft to nuclear capability. The United States keeps its nuclear inventory in Turkey at Incirlik Air Force Base, where specially modified NATO F16s are intended to carry these weapons against Russian cities. However, by agreement, none of America’s specially modified planes are actually stationed in Turkey. The response came after Russia charged that the U.S. was modernizing nuclear weapons stationed at Incirlik and at bases in several European countries. Navy Capt. Jeff Davis, a Pentagon spokesman, said at a briefing the U.S. has long deployed nuclear weapons overseas but "we neither confirm nor deny their presence at any specific location." Davis also pointed to a 2010 nuclear posture review calling for a life-extension program and modernization of the U.S. nuclear arsenal, including those forward deployed. "We are proceeding with full-scope nuclear weapon life extension programs to ensure reliability and enhance surety, safety, security, and use control, including for those weapons that are forward deployed," Davis said. The Russian charges came initially from Maria Zakharova, the Russian Foreign Ministry spokeswoman, who told German's ZDF television that the U.S. was modernizing B61 nuclear bombs stored "not just in Germany, but also in Belgium, the Netherlands, Italy, and Turkey." "The Americans are modernizing their aerial bombs, and the NATO European members are modernizing their aircraft that carry these weapons," Zakharova said. In the presence of Ukrainian president Petro Poroshenko, Graham told a brigade of Ukrainian soldiers: “Your fight is our fight.… 2017 will be the year of offense.” For his part, McCain told the troops, “I believe you will win. I am convinced you will win and we will do everything we can to provide you with what you need to win.” One could be forgiven for wondering if there is any precedent for such an incitement to violence by two sitting US senators? Meanwhile, the US Army has established what it euphemistically calls a “Joint Multinational Training Group” in Yavoriv, Ukraine, for the express purpose of providing “defensive and security training for up to five battalions of Ministry of Defense forces per year” until 2020. The presence of American troops in Ukraine arguably represents the most serious obstacle to a peaceful settlement of the conflict, and yet the establishment of an American army base on the territory of a non-NATO country on Russia’s border has received no media coverage and zero congressional scrutiny. Turkish smugglers buy ISIS oil by the tanker load. Worrying numbers of young Turks, including members of the youth wing of Erdogan’s AKP party, now support ISIS. In the aftermath of the ISIS attack on Paris, Turkish football fans booed during the minute’s silence for victims at a match in Istanbul between Turkey and Greece. There were even cries of ‘Allahu Akbar’ — the Islamic phrase meaning ‘God is greater’. Before this year’s elections, ISIS launched two bomb attacks in Turkey on Kurdish rallies in Suruc in July and Ankara in October, killing 134 people in total. Yet despite this, 7 per cent of Turks do not regard ISIS as terrorists, and more than 15 per cent say they are not a threat to Turkey. Erdogan’s deep fear is not ISIS, but rather 40 million Kurds in Turkey, Syria, Iraq and Iran who might coalesce into a single new state. That’s why he has been bombing the Kurds (and illegally sending his planes into northern Iraq to hit PKK bases) rather than focusing on ISIS. We know what happened: Khan Shaykhun chemical attack. 13 Apr 2017

Mark Toner, Acting State Department Spokesperson. U.S. Department of State - Daily Briefing: Apr.13.2017 https://www.state.gov/r/pa/prs/dpb/2017/04/ Full video: https://www.youtube.com/watch?v=WCAMuLCtyOw&t=5s MIT EXPERT CLAIMS LATEST CHEMICAL WEAPONS ATTACK IN SYRIA WAS STAGED by Tareq Haddad - 17 Apr - A leading weapons academic has claimed that the Khan Sheikhoun nerve agent attack in Syria was staged, raising questions about who was responsible. Theodore Postol, a professor emeritus at the Massachusetts Institute of Technology (MIT), issued a series of three reports in response to the White House's finding that Syrian President Bashar Al-Assad perpetrated the attack on 4 April. He concluded that the US government's report does not provide any "concrete" evidence that Assad was responsible, adding it was more likely that the attack was perpetrated by players on the ground. Postol said: "I have reviewed the [White House's] document carefully, and I believe it can be shown, without doubt, that the document does not provide any evidence whatsoever that the US government has concrete knowledge that the government of Syria was the source of the chemical attack in Khan Sheikhoun, Syria at roughly 6am to 7am on 4 April, 2017. "In fact, a main piece of evidence that is cited in the document point to an attack that was executed by individuals on the ground, not from an aircraft, on the morning of 4 April. "This conclusion is based on an assumption made by the White House when it cited the source of the sarin release and the photographs of that source. My own assessment is that the source was very likely tampered with or staged, so no serious conclusion could be made from the photographs cited by the White House." The image Postol refers to is that of a crater containing a shell inside, which is said to have contained the sarin gas. His analysis of the shell suggests that it could not have been dropped from an airplane as the damage of the casing is inconsistent from an aerial explosion. Instead, Postol said it was more likely that an explosive charge was laid upon the shell containing sarin, before being detonated. The vote is a fresh blow for the Government of National Accord (GNA), which has been seeking the parliament’s endorsement for months as it tries to extend its influence and authority beyond its base in the capital. The vote was the first since January, when the parliament rejected an initial list of ministers put forward by the GNA’s leadership, and the first since the GNA began installing itself in Tripoli in March. Between Friday and Sunday, U.S. airstrikes destroyed 25 enemy fighting positions and two supply trucks, according to a statement from U.S. Africa Command. The strikes were conducted in part by Marine Corps Cobras flying from the Amphibious Assault Ship Wasp, which has been floating in the eastern Mediterranean Sea for the past several weeks, according to a defense official familiar with the operation. The strikes over the weekend marked the first time defense officials have disclosed using the AH-1W Cobras for strikes in Libya. The resumption comes after U.N. peace talks on Yemen collapsed over the weekend in Kuwait. The airstrikes also signal the end of a fragile truce declared by the United Nations in April to pave the way for peace talks. The approval for land force equipment coincides with Saudi Arabia leading a military coalition in support of Yemeni forces loyal to the exiled government of President Abd-Rabbu Mansour Hadi who are trying to oust Iran-allied Houthi forces from the capital, Sanaa. Human rights groups have criticized the coalition's air strikes because of the deaths of civilians. The U.S. Defense Security Cooperation Agency, which implements foreign arms sales, said that General Dynamics will be the principal contractor for the sale. [...] Amnesty International and Human Rights Watch called on the United Nations General Assembly in June to suspend Saudi Arabia from the U.N. Human Rights Council until the military coalition stops killing civilians in Yemen. "The Saudi-led coalition’s campaign in Yemen has been devastating for civilians (and) the U.S. should be suspending arms sales to Saudi Arabia, not approving more," said Kristine Beckerle, a researcher with Human Rights Watch. In comments published Sunday, President Recep Tayyip Erdogan said Washington should choose between Turkey and the Kurdish Democratic Union Party, or PYD, as its partner. That came after envoy Brett McGurk's visit to Kobani, where the PYD's military wing, aided by U.S.-led airstrikes, drove back Islamic State militants a year ago. Turkey considers the PYD a terrorist group because of its affiliation with Turkey's outlawed Kurdistan Workers' Party, or PKK. Erdogan said: "How can we trust you? The Syrian Observatory for Human Rights reported Monday morning that the People's Protection Units (YPG) took control of the villages of Deir Jamal and Maarnaz in northern Aleppo countryside, placing the Kurdish force within striking distance of the rebel-held Minnegh airbase. The YPG-affiliated ANHA news agency also reported the advance Friday morning, but claimed that Jaysh al-Thuwar, an armed faction allied with Syria's Kurds and not the YPG itself, had "liberated" Deir Jamal from "Al-Nusra Front and Ahrar al-Sham's mercenaries." The police believe it could have been a contract killing. It follows hot on the heels of the vicious murder of another Ukrainian journalist, Sergey Sukhobok. Oles Buzina, 45, oppositional journalist and former editor-in-chief of Segodnya newspaper, was killed in the yard of his house in the Ukrainian capital on Thursday, according to the counselor of the Minister of Internal Affairs. MP Anton Gerashenko wrote on his Facebook page that unknown people shot at Buzina from a car with Latvian or Belarusian license plates, adding, “The killing of anti-Maidan eyewitnesses seems to be going on.” Buzina, author of several controversial books, recently quit his newspaper job, explaining he had worked under heavy censorship, had no rights to influence human resources policy, or to “talk to the press or participate in talk shows.” Ukraine’s President Petro Poroshenko called for law-enforcement agencies to investigate the cases of Buzina and Oleg Kalashnikov, a former MP and active anti-Maidan activist, who was killed in his flat in Kiev on Wednesday, “as soon as possible.” Poroshenko said these crimes were “a conscious provocation,” targeting “the destabilization of the political situation in Ukraine.” Russian President Vladimir Putin expressed his condolences to the family and colleagues of the dead journalist. “It is not the first political assassination – we have seen a series of such killings in Ukraine,” Putin said at his annual Q&A session on Thursday. Matt Lee: Questions about policy & not about Assad. 15 Sept 2015

John Kirby, State Department Spokesperson. U.S. Department of State - Daily Briefing: Sept.15.2015 http://www.state.gov/r/pa/prs/dpb/2015/09/index.htm VIDEO: https://www.youtube.com/watch?v=QPitqC6wtQY (Syria/Russia/Region constitutes bulk of briefing.) BLAME ASSAD: THE WORLD ACCORDING TO THE STATE DEPARTMENT - 16 Sept - In the mind of State Department spokesman John Kirby, Russia should not back Syria against the terrorists, president Assad is to blame for ISIS, Iraq is much better off because of the US invasion, and it’s ‘absolutely astounding’ anyone would dare to disagree. That is what the press briefing at the State Department on Tuesday amounted to in a nutshell. Read more: http://www.rt.com/usa/315474-kirby-state-department-assad-isis/ Syria 'in a state of complete war' with terrorism - Assad (FULL INTERVIEW) VIDEO: https://www.youtube.com/watch?v=wELCDCPsw6M ‘WEST CRYING FOR REFUGEES WITH ONE EYE, AIMING GUN WITH THE OTHER’: ASSAD (FULL INTERVIEW) - 16 Sept - (excerpt): [W]estern propaganda has, from the very beginning, been about the cause of the problem being the president. Why? Because they want to portray the whole problem in Syria lies in one individual; and consequently the natural reaction for many people is that, if the problem lies in one individual, that individual should not be more important than the entire homeland. So let that individual go and things will be alright. That’s how they oversimplify things in the West. What’s happening in Syria, in this regard, is similar to what happened in your case. Notice what happened in the Western media since the coup in Ukraine. What happened? President Putin was transformed from a friend of the West to a foe and, yet again, he was characterized as a tsar. He is portrayed as a dictator suppressing opposition in Russia, and that he came to power through undemocratic means, despite the fact that he was elected in democratic elections, and the West itself acknowledged that the elections were democratic. Now, it is no longer democratic. This is Western propaganda. They say that if the president went things will get better. What does that mean, practically? For the West, it means that as long as you are there, we will continue to support terrorism, because the Western principle followed now in Syria and Russia and other countries is changing presidents, changing states, or what they call bringing regimes down. Why? Because they do not accept partners and do not accept independent states. What is their problem with Russia? What is their problem with Syria? What is their problem with Iran? They are all independent countries. They want a certain individual to go and be replaced by someone who acts in their interests and not in the interest of his country. For us, the president comes through the people and through elections and, if he goes, he goes through the people. He doesn’t go as a result of an American decision, a Security Council decision, the Geneva conference or the Geneva communiqué. If the people want him to stay, he should stay; and if the people reject him, he should leave immediately. This is the principle according to which I look at this issue. Marco Rubio (R-Florida), who ran for the Republican nomination. “In essence, it sounds like they achieved what they wanted, to get us to fight against each other over whether our elections are legitimate and divide us in the way that sows the sort of chaos that they sought to achieve.” [...] Russia is similarly interfering with or influencing the elections in “a couple dozen or so” other countries, Clapper told Sen. UKRAINE ACCUSES RUSSIA OF SENDING TANKS ACROSS BORDER - 07 Nov (NYT) - […] Speaking in Kiev, the capital, Col. Andriy Lysenko, a Ukrainian military spokesman, said 32 tanks, 16 howitzers and 30 trucks hauling ammunition and fighters had crossed into the Lugansk region from Russia. He presented no clear evidence to support the claim, nor did the wealth of social media outlets in eastern Ukraine display any footage of a tank convoy. The Kiev government frequently made such claims that could not be substantiated during intense fighting between Ukrainian government troops and separatists earlier this year. […] On Friday, a Russian defense ministry official quoted by the country's state-run TASS news agency criticized what he called "all such provocative reports aimed at further fueling of tension(s)." The official claimed that a single source had made up the Russian troop movement sightings, reports that have also showed up as "rumors in social networks." The original allegation of a Russian column arriving in Lugansk came from Lt-Gen Igor Voronchenko, head of the Ukrainian Anti Terrorist Operation (ATO) in the city, and was backed by military analyst Dmitry Tymchuk. Toner: Did a Russian airstrike kill Zahran Alloush? 29 Dec 2015

Mark Toner, State Department Deputy Spokesperson. U.S. Department of State - Daily Briefing: Dec.29.2015 http://www.state.gov/r/pa/prs/dpb/2015/12/ Full Briefing: https://www.youtube.com/watch?v=emTTSmldmmE UN CAN'T CONFIRM AMNESTY'S 'REMOTE INVESTIGATION' OF RUSSIA'S STRIKES IN SYRIA - 24 Dec - The UN “cannot independently confirm” information presented in Amnesty International’s report on alleged civilian casualties of Russian airstrikes in Syria. The Russian defense ministry dismissed the paper’s findings as “cliches” lacking hard evidence. The human rights watchdog’s latest report exposing “Russia’s shameful failure to acknowledge civilian killings” is focused on six attacks in Homs, Idlib and Aleppo provinces, which the NGO pinned on “suspected Russian airstrikes.” Amnesty researched the attacks “remotely”, going as far as to accuse Russia of war crimes by causing “massive destruction” of residential areas through the alleged use of internationally prohibited cluster munitions. The information presented in the Amnesty International report was alarming, United Nations Secretary General Ban Ki-moon said, noting, however, that the UN cannot verify the NGO’s sources and findings. “The Secretary General notes with concern Amnesty International report on alleged violations of international humanitarian law resulting of the Russian airstrikes in Syria. The UN cannot independently confirm the cases presented in the report,” Deputy Spokesman for the Secretary-General, Farhan Haq said. Based on witness accounts gathered via phone interviews, information from local human rights defenders and after reviewing videos and pictures posted online, Amnesty came to the conclusion that at least 200 civilians had been killed in at least 25 Russian airstrikes since the air campaign began.
